• A multi-span road causeway carrying a divided highway island to island, with the Vice City skyline visible on the horizon beyond it - so the Keys are reachable by road, and appear to sit on the same continuous map as the city.
• A floatplane flying low over the islands, alongside small boats working the shallows.
• A populated coral reef below the surface - a diver among fish, a sea turtle and sponge beds, with a second diver further out.
• Shallow turquoise flats and sandbars between islands, crossed by small boats.
• Working waterfront: boat yards, docks and moored craft rather than resort frontage.
